Outside Vent

As I was straightening some wires under the dash I discovered a vacuum line going to an actuator behind the pass kick-plate. While checking it out, I couldn't get it to move with my hand. So, I fired the car up and set it on vent, and checked to see if I was getting vacuum to the Actuator. NADA, Now I'm going to have to start looking as to why this isn't working. How hard is it to get this pulled and re-greased. Also where does the danged vacuum line go to? I couldn't get my hand up under the dash to follow it.
I even brought my service manual to work, to find out. But so far It hasn't helped much. My concern isn't that the outside air isn't coming in, but that th vacuum to it isn't working. Any Ideas?

Sounds like the tube to go to the Vent on the side that opens in the MAX A/C mode!
