Most auto body shop supply stores will mix interior dye for you. There are a few different varieties. From laquer base to 2 part mixes plus a flex agent. I prefer the latter. it isn't difficult to shoot.
As far as cleaning and prep, assume the worst, like it's been treated with armorall. Start with warm soap and water, lather, rinse , repeat. You also want to use a pre-cleaner, also available at the body shop supply store. NAPA carries a cleaner too. It's just as good as a name brand, but cheaper.
Once you get it clean, just spray the dye on the vinyl, start with a light coat, let it tack over, not dry, just tacked. Follow with a SLIGHTLY wetter coat, let that one tack too, as it's drying, you will be able to tell if more coats are needed.
If you don't have a spray gun, you don't need a top of the line gun for dye. I always use my cheaper guns for this.

I should have added that you should take a piece of the interior with you so the dye can be accurately mixed, a good store will usually do a great job matching colors.
