Passenger seat belt locked in fully retracted position. Is there anything I can do short of removing the mechanism? Do I need to remove the seat?

With out a doubt, you'll have to remove both. A long lost dime or some chipmunk food may be lodged in the retractor.

I don't believe on my '82 I had to remove the seat. Just removed the belt retracter and cleaned the mechanism.

I have the seat belt mechanism out-of-car; no foreign matter interfering. I see a brass latch bar that engages the ratchet on the mechanism. There is nothing to hold this latch away while slowing pulling out on the belt. There is a black plastic paw that would appear to be responsible for allowing a normal withdrawl; it does not appear to be broken, perhaps worn. I'm thinking that I might be looking at a new assembly. Your thoughts, or past experiences?
