Ok, I give up, I removed the two bolts underneath and nothing it won't budge... What else needs to be done to lower it?

Column wiring may be holding it in place - don't bear down too hard on it....

I asked our steering column expert.  He said you need to take out the two bolts that hold the column to the firewall.  Otherwise it is just too stiff to move.

Yeppers...the bolts on the firewall pass-thru need to be removed also. Be aware that unless you dis-connect the flex joint(rag joint) also, the column may not move down a lot, but it should drop several inches with both the upper, and lower bracket bolts out. If you don't dis-connect the rag joint, moving the column down may tear the rag joint...if it ain't already damaged...which may be why you're removing the column in the first place....
