Hello this is my 1st time posting  so bear with me.  Can anyone tell me what is purpose of the shims in the strg  column of a C3  tilt  and telescopic
Vette  about  1975 I have a new horn contact and when I snap the horn cap on it seems to bottom out and I have no spring  action  so I think the horn will remain  when I put the column  back in the car. also there is Very little clearance between the top of the looking telescopic star bolt  and the bottom of the horn contact?

The shims are "wavey". They are needed to set the height of the horn button from the contact ring, and provide a sort of spring effect, to keep the horn button up off of the contact, until pressed. Without the shims, the horn button will always be in contact, and of course, the horn will blast all the time...not really a good thing.
The shims are used "as needed", to obtain a nominal clearance(.010"). Might take 7, might take 3...you just have to add/subtract until the dang thing works like it's s'posed to.
