hood decal

Hello,
I would like some advice concerning the apperance of my hood decal. The surface of the decal seems to have "water spots" on it. Other than the spots, the condition is good. I was wondering if the decal could be lightly compounded to remove these marks.
any information is appreciated.

Vette(s): 1978 Vette. - 350 .30 over, 4 bolt mains, Edelbrock alum heads, edelbrock Pro-Flo fuel injection, 700R4 tranny.
I have some luck on water spots( if they aren't too bad ) by using a clay bar.
