Went out for a blast the other night with my wife and realized that we were very low on gas, so I pulled into a station and shut the car off before pumping. The temp was about 195-200 which is what this car runs after it warms up, plus the outside temp was about 89 degrees as well. After pumping the gas went to start and the starter would only turn the engine very slow. I know you guy's talk about heat sink in a starter. The battery is brand new and heavy duty. It started pretty quickly with a jump. How do I test the starter to see if this is the culprit ? New 100 amp alternator, new battery, connections are all good ? When the car gets hot it does slow the starting process, should I check the timing as well, might be a little advanced.

Take the starter off and take it in and have it tested. Autozone does it for free. Anywo that's were I would start

I'd be more worried about that huge growth coming out of the hood.

If the car sat for a few minutes and then started the starter is getting too hot.  When that happens it shorts some of it's windings.  As a result it cranks slow and draws a lot of power.   When it cools the insulation set up on the starter works again.
 
You need to do one of three things.  Either retard the timing,  cool the engine operating temperature, or put a heat shield on the starter to protect it from excessive heat.

Ken,
I will retard the timing a little to see if that helps. I have a dual fan setup, not sure what else I could do to make it run any cooler ? and where would I got o pick up a heat shield ?
