I can relate to unfair sigeage to create entrapment.  I was nailed in a speed zone once when the sign was behind a tree and not visiable until about 15 feet from the sign.  Yep, I got nailed.  Being a teenager at the time, no one wanted to listen to what I had to say.  I suspect in this case it would be true no matter who was driving.

I have handicap placards in both of my vehicles.  (but not the Vette).  My wife needs them.  The ONLY times they get used are when she is in the car and we stop where she is going in from that spot.  If I drop her off at the door, or if I run in and she waits, I do not use the handicap spots.  They are not for me.

What upset me was when I pulled up to a store by myself, and did not use the desigated spot, but another car did pull in.  It had the placard, but two early 20 somethings got out.  They were in far better shape than I, and could not in any way be handicap.  An officer saw them and questioned them if they had the placard.  They said yes.  He never looked, but more so I wished he had checked who the card was registered to.  It was not them.  But nothing happened.  Quite frankly, this angers me.  Someone taking advantage of someone else's problem for their own benefit.  This is just as bad as parking there without the card, maybe worse on a moral level.  There have been many times I could not park where my wife needed to be, only to find this kind of crap.

Just venting.

Ken, I can't tell you how often I've seen the same exact thing happen while traveling. I've gone as far as saying something when I see a perfectly healthy person taking those spaces, especially when they're displaying a HC card. That's another reason I'm so angry, the spot wasn't marked clearly, I didn't notice it, and ended up taking up a space I shouldn't have, this it may cost me $300

Your situation is not what I was taking about.  It sounds like the city just wanted more of your cash.  That's just as wrong, but not on your part.  It sounds like you need to take a camera and show a judge.kstyer38853.5171064815

It really is ridiculous how people bypass the system on H.C. parking. Around here, some rednecks actually think having a placard is a badge of honor and go out of their way to aquire one. I had 2 carpenters working for me on a hospital renovation, yup up and down ladders all day commercial construction workers. One of the guys had the sign, technically legitimate by the way. I found he was taking up a H.C. space in the hospital lot ALL FRIGGIN DAY. When I found this out, I made him move his car. He squealed like a little baby and produced the proper paperwork that allowed him to have the placard. I said ok, but use the spaces on the very top of the parking deck where no one parks! He didn't work for me much longer after that.
