What does it mean when your wipers are on during a rain storm and they just smear?
I even cleaned the blades.

Rain-X. No need for wipers.
Or you may have picked up some oil residue off the road from cars ahead of you. Leaky trucks, cars, or diesel exhaust and even newly blacktopped roads can easily tranfer oils onto your windsheild during your travels in the rain. Rain will draw the oils and road grime up onto the surface.
Try cleaning the windsheild with Bon Ami cleanser or a glass and surface cleaner that cuts through grease.
