Mark, Sorry to hear about your wife's injury, but glad she is getting better. Your F.I.L. may want to invest in this leather thing that covers a dogs snout and prevents it from biting. (For those Mr. Obvious fans this would be called a muzzle)
This would be a cheap investment and could prevent the dog from losing it's head, your F.I.L. from losing substantial $$$, and unwanted emotional stress.
Seems an old wives tale may be applicable here: An ounce of prevention is worth a pound of cure.
Your airline experience was unacceptable although for the value and utilizing time effciantly flying is still a great overall value.
