Volvo A/C issue

More trouble with my wife's 2002 Volvo S60.
The A/C on/off switch on the dash is an electronic toggle with LEDs to indicate ON or OFF.  
When I push it to be OFF the light will indicate as such. But then out of nowhere, while driving, it will switch itself to ON by itself.  I'll push OFF and it will turn off, but then randomly, it will go back to ON.  It is definitely kicking the compressor on because I can feel the air in the vents get colder.
I'm thinking this is not normal behavior, but I googled it and can't find anything about it.

Anyone know anything that might help me figure out if it this is normal or not. And if not, what is the fix?

Haven't you already replaced the blower motor/module AND the Climate Control Module(CCM)?
 You know it is designed to turn the blower on after using the A/C about 30-40 minutes after parking it, to keep funk from growing on the condenser. It is also designed to turn the fan on if the interior temp gets above 80deg. while parked(key off), to help keep the interior cooler. Neither of these "features" should cause it to turn itself on while driving down the road, tho.
I've checked for any TSBs on this particular issue, and have found none....you sir, have a ghost in the machine....Dead

This is different from the blower not working. I did replace the blower control module, or whateverthehell that was called, and the blower has been fine since. But this turning itself on thing hasn't gone away. I guess it could be the control panel itself, but that is a much more expensive fix.

I'm tinkin it prolly IS the CCM(control panel). Not cheap, for sure, not even used. If ti was just the blower coming on by itself, I would think differently, but if it is actually turning the system(A/C) on, then that leads to it being a control issue...something is commanding it on. Only thing making that decision is the CCM. Ouch
