I have my front bumper sanded down to the urethane and getting ready to paint it with PPG lacquer. I have been told to use a PPG product PPG # DPX801 which is a non sandable plastic adhesion promoter. I picked up a quart of it today and it is a clear liquid that gets shot just as it comes out of the can ( no thinner) and to apply the top coat right over this product. Has anyone used this procedure before? I was under the assumption that I had to use old fashioned lacquer based primer with a flex additive. Has anyone had experience with the dpx801?

I'm not sure I understand the logic behind an adhesion promoter on a urethane bumper. If it's properly prepared, you should get a bond. However I think you need a flexible parts primer and flex agent in the paint. I'd also consider a urethane type paint over the laquer, you can have it matched, get a flex agent for it, and it will last longer than laquer. It also buffs out nicely.
I chose urethane for my 68 frame off. When buffed out flat and slick, it makes a great finish and Like I said, will last much longer than laquers.
One man's opinion.

Any plastic of any type is made from petrolum. Petrolum is a lubricant. This makes all forms of plastic slippery, at least to some extent.
While it can feel smooth and dry to the touch, chemical compound and interaction is another story.
Paint will stick to the bumper, but the adhesion promoter will help longevity. It will stick better to the plastic better in conditions where the bumper flexes, even with flex additive.

I am using Lacquer to keep the car as original as possible, the rest of the car except for the Bumper is in original pristine condition. I just wasnt sure if the adhesion promoter would be the substitute for a traditional primer coat as I would hate to paint it only to have problems later with the finish. I will be using the PPG flex additive in the paint itself.
