I have removed horn button and now see the 6 philips head screws holding st. wheel in place but can't get to 6 screws because horn spring and other rusty junk in way.....instructions or good guesses welcome.

just take a picture of how things are seated and you can take the 6 screws out .. nothing scary will happen :)

i had made some pics  but can't find them anymore  :(

Its fairly simple. Ya can just lay stuff out in a line as ya remove it. Reassemble in reverse.
If ya don't have one now would be a good time for me ta mention ya will need a wheel puller ta remove the wheel from the splined shaft.
Mines pretty old but I reckon this can be bought at most auto parts store for less than $20.00.

If this is a tilt wheel, you need a bolt (special tool) to keep the shaft from pulling upward when using the steering wheel puller.
There is a full description in a past thread.  If you can't find it let me know.

I changed my wheel on a Sunday morning without disconnecting the battery.
It came off easily. '82 doesn't require a wheel puller.

But putting everything back together, the neighbors wanted to know why I was blowing my horn so much.

Just tell them you were really honkin through the job!  LOL
 
Its fairly easy to unplug the horn relay.  That stops it from blowing while working.

Flemgunner,I went to your provided link.The photo shows a person holding the round,spring deal.That is the pc.I don't know how to remove.I turned it, twisted it,still don't know what to do.Any tricks?

Yep thats me there should just be 3 screws that hold that on.
